If your business moves waste, buys or sells it, or arranges for someone else to deal with it, you have to be registered. The question that costs money is which tier: upper tier costs £191.02 in England and renews every 3 years, lower tier is free and never expires. You register with the regulator for the nation your business is based in. Natural Resources Wales states plainly that a business based in Wales registers with NRW, and one based in England registers with the Environment Agency.

- A lower tier registration is free in both England and Wales, and gov.uk states it does not need to be renewed.
- In Wales an upper tier registration costs £184 and renewal before expiry costs £126, and NRW states all registrations are VAT exempt.
- Carrying your own waste is lower tier, except where it is construction or demolition waste, which puts the same business in the upper tier.
- Upper tier registration numbers start CBDU, and the waste duty of care code of practice tells householders to check for a valid upper tier registration before letting a private business take their waste.
- In Scotland a new registration for transporting another person's waste costs £304.10 with a £198.55 three-yearly renewal, while transporting only your own waste carries no fee (SEPA, read 15 August 2026).

Do I need a waste carriers licence?
You must register if your business transports waste, buys, sells or disposes of waste, or arranges for someone else to do so. gov.uk says you can get an unlimited fine if you do not. Householders taking their own household waste to a council site do not need to register, and neither does someone who does not normally and regularly carry waste and whose activity would be lower tier.
How much does a waste carrier registration cost?
In England, £191.02 for an upper tier registration and £130.25 to renew it every 3 years; lower tier is free and does not need renewing. In Wales, £184 and £126, VAT exempt. In Scotland, SEPA charges £304.10 for a new registration to transport another person's waste and £198.55 to renew, and nothing to transport only your own waste. Do I need a licence to carry my own business waste?
Yes, if you do it normally and regularly, but usually only in the lower tier, which is free. The exception is construction and demolition waste: carrying that puts you in the upper tier even though you produced it. NRW's examples include a plumber taking away an old bath and a fencing contractor taking away a fence.
What is the difference between a waste carrier, a broker and a dealer?
A carrier transports waste. A broker arranges for someone else to collect, dispose of or recover waste. A dealer buys and sells waste. The duty of care code of practice states that brokers and dealers must be registered even if they never take physical possession of the waste.
How long does a waste carrier licence last?
An upper tier registration lasts 3 years and must be renewed. A lower tier registration does not expire; gov.uk states you do not need to renew it. If you move from lower tier to upper tier, that is a new registration at the full fee, not an amendment.
How do I check a waste carrier's registration?
Search the free public register held by the regulator for the nation the carrier is based in: the Environment Agency in England, Natural Resources Wales in Wales, SEPA in Scotland. What happens if I carry waste without registering?
gov.uk states you can get an unlimited fine. Separately, carriers, brokers and dealers must produce evidence of registration when a police constable or an authorised officer of the Environment Agency, NRW or a local authority asks; failing to do so without reasonable excuse can be prosecuted under section 5 of the Control of Pollution (Amendment) Act 1989 or dealt with by a fixed penalty notice under section 5B.
